I got my cornsnake off a friend a few hours ago, he's lying under his bedding and has been like that for an hour or so.. Is this normal?

Yes for the first few days to a week (or until he is comfortable with his new enclosure) he is going to hide and not move much. Its their way of checking for predators. They kinda stay put until they are sure there isnt anything close by then they will slowly start to explore a little at atime.

But could you give a brief run down of his enclosure? How big is it? what are the temps? how are you measuring the temps (digital, dial, or temp gun)?

If you only got him a few hours ago, definitely. He's not used to you or his new home yet. In a week or two, he'll be up and about.
