Considering Getting Tortoises for Beginners

Alright, so my brother and I are thinking about getting a pair of tortoises. We've been doing our research are haven't had any luck finding a species suitable for my brother. We're looking for something no larger than 8 inches, but something that doesn't require too much space. We're also thinking (since we're going to have a hard time finding a terrarium large enough or tortoise table) we're going to try for an outdoor enclosure. Any thoughts or suggestions?

Mr brother's also a beginner with tortoises, so we may also try getting an adult rather than a juvenile or a hatchling.

Instead of a tortoise have you thought of a box turtle? Depending on species they range from 4-9 inches long and need a space about 4x4ft and an outdoor enclosure with some shade and a small pond in the center would work.
