1) Set up? UVB? Temps? Substrate? Humidity? Hides? Sticks? Cover? Pics please.
2) Give him a few days to chill out, closer to a week. Work inside his tank. After about a week, put your hand at eye level, then move it slowly toward the dragon. If he lets you, pet him gently, if not, try again the next day.
3) You can put females together, just don't put males together. Tricia houses 4 females together, and at one point, a male as well. If you haven't already, read over her site:
Tricia's Chinese Water Dragon, Reptile and Amphibian Care Page (Water Dragon care, Reptile care, Amphibian care)
4) Dividing depends on entirely on how you're planning the final enclosure. I'm building a 6wx3dx6h, and used a shower liner to build the pond side, will probably use another for the substrate side.
