I got a 5.0, 26 watt fluorescent that is coiled in a ceramic clamp lamp. They said 10.0 would be too much for the smaller enclosure.

10.0 has NOTHING to do with heat. 10.0 is the amount of UVB that it puts out. the higher the number, the more UVB it puts out. I believe you wanted the higher one.

Although I might be remembering from a different thread, of those compact florescent ones causing eye problems, no matter what the wattage. Someone will chime in.

10.0 is the percentage of the light that the bulb puts out that is UVB. Additionally a flourescent bulb only puts out useable amounts of UVB for 8-12 inches.
The coil lamps were designed with small lizards in small enclosure that had low UVB requirements. It isn't adequate for your dragon. With the coil lamp unless the dragon is sitting directly under the bulb within 6-7 inches of it, the lamp isn't doing anything. What you need with that long cage is a 48 inch fixture and bulb. This will provide UVB light along the entire width of the tank.
There have been problems with some of the coil lamps.
