Right, I have a dilema and any help anyone can give is truly apprechiated!

My WD isnt in good shape, its hardly eating, is way to skinny, its skin in constantly wrinkled and now his bones and hips are showing, cant keep its eyes open, no energy at all, cant even hold its head up, if I hold him and tilt my hand he cant hold on, i thought maybe it is dehydration as when I pinch the skin it stays in that tented shape, but wasnt sure after examining the other one, i have checked the viv temps over and over again, checked the humidity over and over again, the temperatures are about 1 degree lower than they should be! and I mean litrally 1 degree! could this have affected it? i have another WD in the same viv and it is absolutely thriving! i have no split them up for a few nights to see if that makes a change, but please! i need as much help as I can get... i dont think it is going to last through the night! but fingers crossed it does!

Go to a vet! That can mean a million different things, but if things are as bad as it sounds you need a vet right away!

This is no overnight thing. It would take a while for a water dragon to get that bad. What's their enclosure like? On a side note, the temperature should not be one "perfect" temperature. You need a gradient of temperatures so they can regulate their body temperature.

from what I understand you said you had another dragon in the enclosure with the sick one? have you noticed the other one who is doing well bullying the other one or eating its food? its possible the one that is doing well has been stressing out the one that is sick. you should definitely see a vet! good luck. if he has a chance of recovery I would keep them seperated to avoid the one who is doing good from bullying the weaker one.

Dark Magician is right. This could have started as something as simple as dominance issues between the two dragons.

But it sounds like it has progressed way beyond that, and the dragon could well be sick with something serious.

You need to see a certified herp vet as soon as possible, like yesterday!

You should probably keep the dragons separated from now on. If the dragon has a disease, you'll need to quarantine it anyway, but if it's a simple dominance thing, keeping the two dragons separate could save its life.
