Someone that keeps water dragons may be able to answer you more specifically, but I can point out that the length of the animal will depend not only on age but health as well. Poor living conditions, nutritional deficiencies, or improper lighting can often lead to stunted or slow growth. How your water dragon was kept throughout its life so far will factor into its size, not just the age.

There is no true way to determine age by size. It all depends on as Matt says health and how it is taken care of.
