Mine was, definitely. And he'd suddenly refuse to eat certain things, period. One day, he just wouldn't eat crickets anymore, so I had to switch what I was feeding him. Over time I fed him crickets, mealworms, waxworms (as treats) and pinkies, mostly. I tried fish briefly - and he ate one and never would eat another, which was just as well, as the were messy and more difficult to keep.
Kono also refused to eat unless he was hand fed. I spoiled him too early on, and then he wouldn't settle for anything else.
As far as I know, that's fairly normal with Water Dragons. They're supposed to be omnivores and eat fruits and veggies, but I never could convince mine to eat any. Actually, I take that back. He developed an infection on his mouth, and while we were treating that, he wasn't able to eat his usual bugs - so on the vet's recommendation, I had to mash up mealworms and such, and mix in some fruit or vegitables. He loved that. He'd eat all of what I was supposed to feed him and look around for more. But once he went back to normal food, I couldn't make him eat the same fruits or veggies for anything. Even mashed up, he really wasn't interested.
They just really are picky eaters.
