If the enclosure is well sealed, the humidity that is being created wouldn't have an escape hatch. It IS leaving somewhere.
I am not up to par on the MV lighting you are using, but 2 does seem excessive to me as well. Not only does it seem like too much heating, but I would think it would make escaping the UV pretty difficult as well. (I don't know how well those lights read for UV output, so I don't know if they even produce enough to be concerned about.)
Have you considered using an alternative heat source in addition to one of the lights? You could use a non light emitting item like a Ceramic Heat Emitter or Mega Heat Emitter in addition to one of the lights. You may also want to consider adding a bubbler to the water basin. (How large of a water area do you offer? How do you currently try to supply humidity?)

the basin is a good size one and I currently just use a spray bottle for misting. there is a post that I have pics of the set up on this site its in the herp pics section. i realize that two of these lights is excessive and tomorrow I will see how the levels are with out the second one. also what is a bubbler? im pritty sure that those bulbs out put of uv is straight down. i also thought that it was not good to completely cover the top. am I wrong if so I will seal the enclosure. right now I have most of the top covered but not all so thats were the humidity must be going. i have an Under Tank Heater but im not sure if how I have my set up its safe to use.

How about some pictures showing the top and the way you have it "covered".
You are correct in that you don't want the top completely sealed. You have to have some air exchange.
The bubbler causes, well,... bubbles/ These breaking the surface tention of the water releases more moisture into the air.

you cant see in pics how I have it covered because its covered by plexi glass. but it is almost completely covered right now except for were the one light is and a little area around it.

Seems weird to me. If you have it sealed pretty well there should be a fair amount of humidity in there after you mist it. Have you tried as suggested earlier moving the water bowl under one of the lights?

i took away one light and covered more of the top and the humidity stays in longer but is still leaving within an hour or two. the temps have dropped about 5 degrees on the warm side and are about the same as they were before on the cool side. ive given up on tryn to find a way to keep the humidity up I guess ill just have to spray it off all the time.

You don't really want your humidity to stay high 24/7. There needs to be some periods of drying out to keep the molds and mildew away. They can also grow on your ig. If you set the humidity source on timers (once you find something to keep the humidity level up, that is) then you can regulate the times of day it's on. I set mine right now for 1 hour on...one off. I need to get another vaporizor because the "sealed" enclosure is so big. There is ventilation, but it's for the most part enclosed...and the humidity is still at 40%.
There is another option I haven't heard suggested yet that might work for you. Get a water bed heater and place it under the water source. Make sure you have an adjustable heat regulator and keep it on low, but warm enough to allow the water to get warm...and along with the bubble stone you should be able to create something pretty steamy.
