What measurements are a 20g and a 60g tank?? Us over this side of the ocean don't have a clue what you are on about!!
I would say a 20g would be too small for an adult rankins, but i'm not too sure how big a 20g tank is!! A leopard gecko doesn't need nearly as much room, as Matt said, and are also cheaper to maintain because they don't need UV light etc,. But it's a shame that you can't keep your uro and provide it with the space it needs - have you and your dad talked about working together to build your own enclosure? - it's much cheaper and would be a nice exercise for you both to be involved in, and guaranteed your dad would love your uro just as much as you do once he's put in all that effort making it's home. Good luck with whatever you decide to do.

As for a rankins I would use a minimum of 36"x24"x24" (LxDxH) which your silly sizes don't seem to have so something with the equivalent floor space.
