when they get a little bigger, you are going to have to put wire cages around all the heat elements/bulbs so they can't get burnt.

Have you tried a ceramic heat emitter? Then you wouldn't need so much light!

They are wire enclosures that go around the bulbs to prevent reptiles from touching them and getting burnt. I've never had to use them with Uros--providing the bulbs are high enough that they can't stand up and touch them. If you use hoods on the bulbs they'll just slide off if they manage to climb on top.

But with the arrangement that you have, unless you move the lamps out of the enclosure and over a wire mesh, you will have to enclose the bulbs.

I still am wondering about all those lights. It seems excessive unless the room temperature itself is really cool!
What kind of thermometer are you using?
If that is the thermometer probe I am seeing in the picture where it is placed up against the glass, try placing the end of the probe in the basking area itself. Being up against the cool glass you may be getting a false reading.
