I bet a lawyer got involved and worked up a "Provisional **** Sharing Agreement" for them (after all, they are conjoined, but distinct, persons in the law.)

Wow, that's odd, i've seen 2 headed turtles, but usually they only have 2 front legs, not 4!

It all depends on the way they are joined.
There are more 2 headed turtles, as well as 2 headed snakes, than most people realize. In the wild they would not last long but in captivity many of them are thriving.
In fact I remember reading about a place that claims to have the largest collection of two headed animals on display in the world.
