I have a russian tortoise, and around her eyes on her skin, she has this white stuff, kind of looks like dry skin, when she gets her bath/soak, she drinks water, and gets her face wet, and the whiteness goes away, and comes back later, what is this?

I purchased care fresh pet bedding, is this okay for the bottom of her cage? I thought she would hide under it, but she pays no attention to it at all, she would prefer to go under the pet carpeting.

sorry last question, Currently I'm feeding her endive, red leaf, watercress, carrot, and ocassionally maybe once every 2 weeks apple, I no apples, shouldn't be given often. But is there anything else that I should be giving her. I do have a piece of cuttle bone next to her food. She has a shallow bowl with fresh water. I give her a bath/soak for about 5-8 minutes in warm water every other day.
Is there anything I'm missing.
