I'm sort of confused when you say you use MVB and UV--can you clarify? I ask because a mercury vapor bulb produces both UVB and UVA. In any case, apart from the sun, a quality MVB, MH or linear fluorescent 10.0/12% UVB bulb are all good options for indoor UVB exposure. As far as heating goes, the biggest issue seems to be providing a large, well diffused basking zone and avoiding hot spots. This is why it's recommended that you use multiple basking lamps, like outdoor halogen flood lamps (not spot lamps). You should also be basing your basking temps off of the top of the animal's carapace as opposed to the actual basking surface. It's a shame heat panels aren't capable of super high temperatures, otherwise they would be a great source of even overhead heat.
