Im building a new enclosure for my desert tortoises and was wondering if 18ft by 16ft would be sufficient for two tortoises?

That sounds like a big enough area, but they will enjoy as much room as you can afford. A good idea is to have sections of the enclosure that can be blocked off while weeds and grasses grow. That way you can rotate their grazing grounds so they don't run out of fresh food.

I know desert tortoises are strictly protected in my state, and I believe they are protected in California as well. May I ask how they came to be in your possession, and how long have you had them? I assume they were not taken from the wild. I only ask because here in Arizona you cannot adopt more than one. There are a few exceptions to that though, especially if the owner had the tortoises before the law was written. I'm just curious is all.
