I currently have what I believe is an American Toad and a very young eastern box turtle about 2 inches long. Would these two be able to be housed together in a 25gallon? The frog is larger than the turtle and spends most of its time borrowed. My turtle cant even kill a large worm, I find it hard to believe either could harm the other.

I really wouldn't recommend it. Mixing species almost always requires a massively large tank. The turtle might grow big enough to hurt the toad. If it bites the paratoid gland or eats the toad the poisons will kick in. They also have different care requirements. Even if they cannot physically hurt each other they will still stress each other put a great deal.
