I would say that an iguana is more difficult to take care of than a frilly. After having a fat tail I would move up to a Bearded Dragon or something of that nature, thats what I did.

I started my collection with treefrogs, then leopard geckos, then a Bearded Dragon, and finally an iguana. It is much easier to work your way up.

How big of a cage does an adult Chinese Water Dragon need? I know that a frilly cage has to be atleast 6 feet tall, does the same go for the CWDS?

I think your all right I will probably get some thing smaller like a Bearded Dragon instead.
