They have plant specific growlights. However they don't put out a great deal of light. They are more for tropical houseplants, not the desert types of plants such as would survive in a leo enclosure.
If you simply combine 2 flourescent tubes, one cool white and one warm white, your plants will gow fine.
I grew plants for years using this technique.

sorry I'm an absolute idiot when it comes to lighting, what do you mean by one warm and one cool?

Also with this new lighting should I still use calcium with D3 because I know too much can be toxic and UVB lights give off D3 from what I've read?(correct me if im wrong)

I use t5 full spectrum bulbs, they are high out put, very low profile when compared to t12 or t8 florescent bulbs. I have several types of cactus and succulents in my tank. All are doing well.

Cool white and warm white refer to color spectrum of bulbs. One will appear more white to you while the other will have a more yellow color to it.

If you are using regular cool and warm white fluorescent bulbs, they don't produce any uv light.

Well T5 would be available at any good petshop, hydroponic store and even some specialty lighting stores. Most hardware stores will have the normal variety of cool and warm white flourescent bulbs(these are T8 or 12's). Sorry I can't tell you then this, cause I'm in Canada.

Plants require basically red and blue light wavelengths to grow. Thats why the "grow lites" are purplish in appearance. The cool white supplies the blue and the warm white supplies the red. You can get them at any hardware store.

UVB doesn't create D3 itself. It works like this:

The ultraviolet radiation (UVB) from the sun/artificial light acts like a catalyst which converts a substance known as pro-vitamin D3 into pre-vitamin D3. In turn, this pre-vitamin D3 is converted into vitamin D3, which binds to a blood protein and then can be transferred to the liver via the bloodstream. This "activated" form of D3, then can be utilized to influence the metabolism of dietary calcium and phosphorus.
