Is this Lavender?

This is what our member has to say: Can anyone tell me if this is a Lavender and if it isn't, what does one look like?...

Thanks everyone. He just came into rescue, was a stray so there's no history. I'm guessing his age to be around 18 months. He's a little thin and weak and has some older (bite) wounds. He's the second one in that seems to be the same age. Weird.
