I don't think they come back. My female recently lost one on her tail. There was no injury, it just seemed to get smaller till it fell off. At the time I thought it might have to do with her being dehydrated from being gravid, but I'm not sure why. But, I've never heard or read anything that says they grow back. Drag.

I think it depends on certain factors. Dizzy lost 3 spikes before I got him, 2 on his neck and one on his back. Two have grown back in a little bit, but hardly enough to notice, so I think that if they do come back it is a long slow process.

If there are little nubs of the spikes left they may grow over time but if they do grow they might grow strangely (curved, split) and you might have more problems with stuck on old shed than you would on undamaged spikes.
