What's Going on with My Iggys Tail?
Okay the top of my iggys tail has started to get a lot of build up of skin. Also in the build up there are these hard black bumps that seem to be coming out of her. I did some searches on google and I can't seem to find anything on it. Any ideas of what they are? She does NOT like it when I touch that part of her tail either 
Someone please help!

Welcome!
The buildup of skin sounds like incomplete shed.
Tell us about your set up and we will be able to give you more information. Let us know what the cage size is, temps, humidity, substrate, cage furniture, diet, how old is the ig, are their any tank mates, how long have you had it, and what kind of situation did you get it from?

Can you post some good, close up pictures of the areas.
If you have multiple layers of retained shed it may have become infected. If the ig is reacting like its painful to touch that's a good bet.
A good herp vet checkup is in order.

My ig had black bumps on him that looked like built up dead skin but it was growing, it was a bacterial infection.

Okay I gave her a bath today and started to rub on the skin thinking it would come off. Well some of it did and a couple of the bumps rubbed off. She didn't like it at all. I have some pictures too. The bumps look black when she's not wet but when I rubbed them off they were like a brown color.

That doesn't look good at all. Seems to be some sort of infection, bacterial or fungal. Either way, there is no good way to treat it at home. Please take the iguana to a good, qualified herp vet and have it professionally assessed. Waiting too long could endanger the health of the entire tail.
Please let us know how the visit went. I would also recommend you take some fresh poop in a baggie when you go, so they can check for parasites.

Looks like stuck shedding and it has gotten infected. Get it to a vet asap. Have the vet do blood work to determine if it is bacterial or fungal. Continue to soak the iguana in warm water. Let the shed come off naturally, don't pick it off, that will do more damage. Being in the place that it is on it's tail, that's going to be a sensitive spot.
