We use puppy pee-pee pads for our snakes and some of our other reptiles. We worry about some of the things that go into making newspaper. I don't mind newspaper before it has the colored inks and treating. We try to make sure the ones we use are safe enough for them. After all, their faces are close to whatever substrata is used, so they are breathing it. Some of the papertowels we have used we quit because of the glue sort of smell to them. We also use reptile carpet. We once found some indoor outdoor carpet at the store that was made the same as the reptile carpet, and used it for a while, but cannot find that particular type anymore.

The black and white sections of the newspaper are fine. At least in the US the ink is soy based and non toxic. I would steer clear of the slick colored ads though.
