Patience,... patience,... and more patience!
You just have to keep trying.
This isn't a puppy.
It can take up to a year to socialize an iguana.

take your time ! you have to adjust to him and he has to adjust to you and remember they can be teritorial and try to respect it, i am no expert but my iggy was just like him when I first got her, and I just gave her her space and spoiled her with treats that were hand fed (with a glove!!) when I could

banannas cut apples things like that at first I didnt try to hand feed her I just put it infront of me and she would come up to eat it after a coulpe times she got used to being close to me and eventually she would eat it from my hand and I did this as often as possible and I also gave her aloot of free roam time and followed her around the house nonschalontly and I think that helped break her fear of me

Be sure that if you are going to put the iguana down that there are absolutely no holes or open spaces that they can get into or you wil lose your iguana.
They WILL find it!

It can take up to a year for an ig to become completely comfortable with you. Here's a few hints: - Never grab from above...allow your ig to see your hand in front. Yes...it will run, but from overhead you seem even more like a predator.
- Offer treats. I would personally stay away from bananas since they throw of the Ca: Ph ratio so much. Offer small things like cut up pieces of seedless grapes, blueberries, raspberries, etc. Lay them down in front of it to begin with. Your ig will learn to associate your hand with something yummy.
- Get a small holding session in first thing in the morning just before the lights come on. Your ig will still be slow from the nights lower temps. Your body heat will feel good.
- Talk to it every time you walk by. Let it get used to your voice. You could even sing to it. It won't care if your voice can make glass break...
Patience...as Merlin pointed out...is the key. It will happen with persistence and gentle bribery...

How do I let him out of the Tank, if he won't let me pick him up. And for that matter, how do I get him back into the Tank.

Right,..like once a month not as a steady treat.
Try peices of bread. Most iguanas go crazy over bread.
Zok will follow me all over the house if she thinks I have a peice of bread.
And she will beg like a dog!

You have to just go in and get him! If he learns that by biting and tailwhipping you will go away and leave him alone you will never be able to handle him.
And as he gets larger he will get much more dangerous.
