Don't people need to cut their turtles toenails in capitivity? Or do you just put some rocks in the tank and let them file their own?

Not aquatic turtles. In certain genuses (such as the painteds, sliders, and cooters) mature males have exceptionally long claws on the front limbs. They use them to "tickle" the chins of females during mating rituals.

I would consider cutting a turtles claws to be inhumane. They are supposed to be like that. Wild ones are exactly the same way.
