Mites are pretty easy to spot, and breed quickly so spread like wildfire. Soaking in a water tub is the most common sign of mites, where the animal will bathe in order to drown the mites, however this just results in the mites accumulating around the eyes and under the chin. Keep a very careful watch for them, but also consider other possibilities - I'm not experienced with WDs but scratching doesn't sound normal.

Scratching a lot isn't normal, but not necessarily something serious. Doesn't mean it ISN'T something serious either though. When's the last time they shed? Could be they're ready to shed again, but having some problems. As Rachel said, mites are pretty easy to see, so I doubt that's the cause.

Simplest test for mites?
Take a damp white paper towel and wipe the lizard down and then look for any little moving spots.

i did the damp paper tpwel thing..and no mites, the male dragon just got over shedding and the female is starting to, she does seem to be having some problems, the skin is getting dry and looking like its gonna fall off but it dosnt..maybe I need to raise the humidity?

Yeah, that could be part of the issue. Do you know what the current humidity levels are? For water dragons, they should be pretty high, and if there's shedding problems, even higher. A good soak in some luke-warm, dechlorinated water will help too.
