I live in Torrance, California. By the way, if Sunny does get seen by a vet, will they take her away? I bought her when I knew almost nothing about turtles, so I didn't know they were illegal to sell if they were under four inches...

No they wont take her. They may ask you where you got her. There are so many ways around the 4 inch turtle law its not funny,,, A lot of people do them as an ADOPTION, with an adoption fee that goes with it. It is all in how it is worded. Look online one of the biggest turtle/tort breeders words it as an adoption,, with some of the "adoption" fees being well over a grand, lol. It is perfectly legal for them to do that. I have adopted turtles out that were under 4 inches,, but to cover my own butt,, I do NOT ask for any kind of money whatsoever.

I live in California. I get an allwance, $4 a week... But my mom's on vacation so she isn't getting paid... Today Sunny won't eat an basks pitifully...It makes me cry...

Here is a really long PDF list of rescues in California. I recommend you find someone who can take your turtle since you can not care for it properly.

I just got off the phone with Cheryl from Reptile Rapsody Rescue,, she gave me the number to a guy named John, who is a stonesthrow away from you,, according to her, who is affiliated with her. I am going to private message you his number, you have to take the animal too him and surrender her, but then she will get the treatment and medication she so desperately needs and maybe will live through this,,,, time is of the essence though! Tell him you were referred to him by a rescuer in washington state who called her and she referred him for you. I am going to Private message you with his number.

Hold on, my mom has been a bit convinced to bring Sunny to an affordable vet. I f I don't respond, it's because I'm bringing Sunny to the vet  .

You don't want an affordable vet, you want a KNOWLEDGEABLE vet. Make sure it is a reptile specialist who has a lot of experience with turtles or you will have a vet bill and a dead turtle.
