Worms are good for him too, but what would be best is variety, so all those and more should be fed. If he keeps banging his head, its probably time for a larger enclosure. As said, he's going to need a rather LARGE tank eventually anyway. How long is his shell?

Yeah, a 20 gallon is too narrow for a snapper that size. That's why he keeps hitting his face against the glass. Get him a larger tank, and try putting a naturalistic backing on the back and side of the tank so he knows there's something there. It might help

Try adding Betadine to the water, and a sulfa block. Also make sure the water's really clean. Be sure you have a fungal infection though. Do you have any pictures of it? A visit to a reputable herp vet wouldn't be a bad idea either. You could attempt to raise the pH of the water too. I know it can help prevent fungal infections, but I'm not sure how good it is at treating them. In the wild, the fermenting leaves at the bottom of a pond or lake would keep the pH slightly higher than normal. In captivity, crushed coral or oyster shell can do the trick.

Drydocking for a little while each day and applying Chlorhexidine (aka Novalsan) will also work pretty well for many surface bacterial or fungal infections on the shell or skin, but the real key to making sure those clear up is having absolutely perfect water quality.
