We have a digital thermostat outside the terrarium with a sensor cable inside at the warm spot. If it gets over the programmed high, it shuts the Ceramic Heat Emitter off, if it gets lower than the programmed low, it turns it on again. The night time temps are programed in as well.
So as long as there is no direct sunlight beating in on the terrariums, the summer temps stay under control. We mist the terrariums at least once a day too.

Ofcourse it's ok to take out the Under Tank Heater if your temps are too high - focus on the temps, they are important. We have thermostats on some of our heaters so the appliance turns off when it gets to a certain temp, but on the ones we don't have controlled by a thermostat it is sometimes necessary to turn the heaters off. Just keep an eye on temps to make sure they don't go too low so you know when to plug heaters back in.

Just remember that although it is not healthy (especially during digestion), snakes can survive cooler temps for long periods of time.
(They will die fairly quickly if exposed to temps that are too high.) I agree with Rachel: turn off the Under Tank Heater during the day, but keep an eye on the temps.
