Regular mortar will work fine. You need to cure it very thoroughly though before applying the epoxy. Also I believe there is a way to extract some of the lime in it before applying the epoxy. I'm not sure on how to do that though.
Run pure vinegar over it a few times. I haven't tried it myself. I epoxied right over the concrete without taking the lime out. Worked flawlessly.

thanks so much you all for the help and for putting up with my questions and stupidity.

It's crystal clear but really glossy. Kinda looks like wet when its dry. Very easy to apply. Just like paint. Some advice.............Do a few coats, but don't let it dry between coats...you'll have to scrub off the blush (waxy byproduct of the chemical reaction). Wait about 2 or 3 hours after your first coat and re-apply. This is alot easier than scrubbing and scuffing. Also, buy alot of cheap paint brushes and plastic pots for mixing. The paint brushes are useless about 6 hours after you've applied the epoxy....don't even try to clean them. The pots can be separated from the epoxy by bending and warping the pots, but you'll still want to have a few extra.

I painted the cement first then epoxied over it. 3 coats. No leaks.

wow Gewanchuk that looks amazing! Thanks for the advice everybody! I plan on doing all the epoxy all at once though..excluding the extra coats..so hopefully I would only need acouple brushes...I got the cheap one at walmart for a buck so I will pick up some more later.

I guess I will go ahead and order..or at least call these places near me first to see if they will hip rather then going to the dealer (or whatever it is that has shipping on the website) I am getting the epoxy resin and the hardener though right?

I want to make sure I do this right. I have never done it before. How would I mix the two?
