It's not the online store but the shipping companies that determine where it can be shipped. UPS(United Parcel Service) and Fedex(Federal Express) here in the US, ship worldwide. These are the top Two shippers and all merchants here use them.

well actually some stores do not ship outside the U.S.,, some of the customs paperwork is a pain in the butt. I periodically sell stuff on ebay,, the first time I shippoed outside the U.S.,, was the last time, lol. It is a novel to do so, lol.
