Put it in a pot. Stainless Steel. Then you put water in the pot. Place pot on stove element. Turn on said stove element. Once water reaches a 'boil', leave moss in for 10-30 seconds. That should send those bad critters snapping.

Can't say as I have ever seen wet Sphagnum offered! What I see is sold dried out in a plastic bag at nurseries. Are you sure its sphagnum and not something else? Where did you aquire it and what are you intending to use it for?

I think by wet he means fresh. Fresh sphagnum is offered at greenhouses near my house and it is often very moist, or wet if you will.

Boiling Sphagnum is new to me. But if you must boil, Once it starts boiling that should be it. All germs and bacteria will have been killed. If you boil too long then you'll end up with a Goop Soup.
I would think it would be better to dry it out in the sun or some other "Ultraviolet" source.

Boiling Sphagnum is not necessary. Not even if you collect some in the nature..
