i could try to get a pic but I only have my phone because my cam. is broken at the moment so they will be low quality. im pretty sure its not mites because nothing is moving or getting on me when I put my hand near. but then again i've never seen them before.

Mites would be individual specks about the size of a grain of pepper. If you take a wet white paper towel and wipe the animal down you should see some of them come off and they will move.
Tics on reptiles look just like ticks on a dog and will be very noticable. It sounds like the lizard may be shedding. Try giving the little guy a long warm soak.

i think he may be starting to shed. you cant see it in the pic but its not a solid sheet its more like a bunch of small pieces. i dont think its an old shed because last week it wasnt there. hes probly just sheding but this is my first herp so I dont really know what it is im looking at and would rather not take any chances by waitting to see what happens. when I soak him in the tub what should the water be more hot or more cold? and also how much water should I put in the bath?

The water should be warm. Make sure he is able to stand in the water, not any higher. If it appears he is floating on his back, turn him over immediatly, it may be cute, but it can kill him, due to other organs pushing on his lungs and him not being able to breath.
Misting his cage and keeping the humidity at the right level will help as well.
