Is the UVB basking bulb the one above the blanket? If so, are you sure the UVb is getting thru the blanket or blocking it out?

For most snakes it is generally accepted that they do not require UVB bulbs since they consume entire organisms including the stomach contents. The uvb requiring animals are generally those that feed on plant materials and insects.

You mention a UVB basking bulb. What type (brand/watt) of bulb is it?

The basking bulb is an "All living things" bulb @ 75 watt/120v. It's in a ceramic socket with a metal shield. The lights you see above it are the fluorescents I mentioned. During the 12 hour "day" cycle, the blanket is removed so I haven't been concerned with them getting enough UVB. During the "night", I unplug the fluorescents, add the blanket, and leave the All Living Things bulb going.

*Edit* I thought they needed the UVB to process the calcium from the bones. I'm far from an expert myself, it's just what I've read. Seems like there was something else it was supposed to help them process too, but I'm drawing a blank. So a python that just eats Mickey and Minny doesn't have any UVB requirements?

I am not familiar with that particular bulb and I didn't turn up anything on a search. Since you are caling it a "basking bulb" I suspect it is not a uvb bulb but simply a heat bulb, the packaging is deliberately misleading on a lot of those. A good way to tell is how much you paid for it. A flourescent UVB bulb will run you at least 20 dollars each and more than that for the incandescent types.
And UVB is filtered out by glass. Since your lamp is shining thru the glass of the tank wall, even if it is a UVB generating bulb the glass would prevent it from reaching your snakes.
None of my snakes are under UVB lighting.

I looked at the farm store I buy guinea pig food at the lowest wattage bulb was 250. I think that is a bit much for a 20 gallon. I did not see any hoods except for the cage type?

250 watts is fine if you put in on a dimmer. Then when you get a larger enclosure you can adjust it. Some of those light hoods the cage part can come off.

You can use the porcelin socket and hood for any wattage of bulb under the hood wattage rating. Just because the hood says 250 watt doesn't meant that's what you have to put in it.
And for heat a regular household bulb works just fine
