What type of thermostat do you have?
What reptile is the heat pad for?

I use the Repti Temp 500 R , it works great, may take a few minutes to regulate it where you want it, but with a digital thermometer with a probe to check temps it pretty easy.

Are you feeling the heat pad or the substrate?
The heat pad will be hotter them what you set the temps to. The substrate is what matters. Look at it like your oven. When you set your stove to 350f the flame its self is well over 2000f.

    Also where is the probe?
It should be on the substrate where the heat pad is attached.
