Unfortunately, pet stores sell several different brands of sand that they say are harmless if swallowed. I'm not sure how that's legal, because it's completely a lie. Any particle substrate, if swallowed, can cause impaction. So most of us will recommend a substrate like paper towels or tile or repti-carpet, which they can't swallow and which is easier to keep clean - thus, much healthier for your dragon.
However, many people opt to keep their dragons on sand, but feed them in a separate tank or area, which greatly reduces the chance of them swallowing sand, because they don't swallow it along with their food. If your dragon is not the type that licks his surroundings and could get sand on his tongue that way, that's a good option too.
Your dragon will probably be upset or nervous for a little bit after you change everything around, but he'll get over it pretty quickly.
