I think it depends on the herp. As some require different heating. I don't prefer anything.
I mainly use Under Tank Heater's for my geckos and I have 5. I use 2 basking lights and a uvb tube. For my emp I use both a Under Tank Heater, yet sometimes I use just a bulb.

I use both Under Tank Heater and basking lamps for all of my babies, i do like a basking spot in the lizards cages and the Under Tank Heater to give them that extra bit of heat to coincide with day and night time temps, I use both on my snakes too, the bulbs arnt necessarily for basking, but to give them a photo period and the heat gradient thats required in the vivs.

Under Tank Heater, Basking lamps and Ceramic Heat Emitter's! It depends on the herp which combination. I use Under Tank Heater as the exclusive heat source on my corns and kings. Under Tank Heater, Ceramic Heat Emitter, and basking lamp on my Ball Pythons, Under Tank Heater and basking lamp on the boa, Basking lamp on the bearded dragons. Ceramic Heat Emitter on the Iguana house.

I use all of the choices although I don't have any of the Ceramic Heat Emitter's on right now. I'm really smitten with the radiant heat panels in the boa constrictor cage and I'm thinking about switching more cages to radiant heat panels.
