With the Red Light and the Heat Edmitter it is 77F 2 inches off the ground and 82F about a foot off the ground.

Here's a copy from our own caresheet regarding balls:
The ideal ambient temperature of the tank should be maintained at 80-83 degrees. There should be a basking spot of 90 degrees and a cool spot with a temperature of 80.

There in lies your problem. Those tapes give you a reading of the temp of the glass wall not the air temp in the tank. Your temps are probably much higher. Its like when you put your hand against the glass window in winter. The temperature you feel of the glass is nowhere near what the air temp is in your heated home.
The temp at the bottom of my 55 gallon tank, 20 inches under the 150 Ceramic Heat Emitter, is reading 88 degrees.

Oh ok, those are gauge or dial types, better but they still can be inaccurate. Some of them are just fine and some aren't. I had a couple of those and setting them side by side there was an eight degree difference in the readings. The only way to be sure is to test them with a digital.
And if they have ever gotten wet they can be really skewed!

Your local WalMart has digitals for about 10 dollars. If your Ceramic Heat Emitter is operating properly that in itself should be more than enough to heat a 35 gal tank. This is something that really needs to be determined. If the tank is overheating the snake could die. And due to the fact that it is basically a circular shape there is no cool spot for the snake to get to. Can you post a pic of the setup?
Are you sure the Ceramic Heat Emitter is a 150 watt?

Their water stays below 75 so if they needed they could go in there. Also, they have a half log that they can hide in put they sit directly in the light all day and all night. Maybe it is too cold? I keep the house at 68F.

The house temp should not be a factor with correct heating in your setup. It looks like you have the proper lighting/heating. As Merlin stated your best bet is a digital. We used to use the same Flukkers that you have and there can be a varied gradient. Once we went to digital the differences were very apparent
