Just a thought. Are you going to have thermostats controling the temperatures?
With the two upper units having heat from both the light in the cage as well as the light from the cage below I could see the possibility of it getting too warm.

I will keep an eye on the temps - thanks for the concern. At the moment, there are 60 watt bulbs in and the top tank is perfect - 90 right under the light, 86 - 87 at the front of the cage on the hot side. Cool side is at about 78. This is on the top level. If it becomes an issue, I can drop the top bulb down to 40 watts and see if that helps.

I ran the lights for about 2 hours before I put the snakes in, measuring temps on all 3 levels. The top one is the only one I have a thermometer in since, as you said, it would get the hottest.

So far, so good. I will check them again at lunch today.
