By bringing up the temperature (within reason!) You are speeding up the animal's metabolism and immune functions.
Just like cooling them off slows them down. I would take the basking area up to about 95F.

he definitely needs a vet. it would be better to do it now than to find out worse problems later on, its very important as he will need the antibiotics as soon as possible.
hopefully it'll be caught in time where it should be treated easily.

Keep the humidity at the proper level. At one time it was thought that raising the humidity was a good idea.
That has been disproved.
