Now that I think about it, I think you could be right. I know it's illegal to own parts of at least some of them, particularly bald eagles. I know the Fish and Game has seen my hawk's feet though, cause I aided them in a presentation for some Cub Scouts once upon a time. They didn't seem to mind at least.
