Ok I have a problem I’m trying to figure out how to deal with and you all are great problem solvers. So, here we go. I’m the president of the PTA Council board in my district; one of my fellow officers chaired the annual Founders Day (a celebration of individuals who go above and beyond for children). This individual is not returning e-mails and her phone isn’t available in the evening (I really want to see e-mail responses so I can track what is going on). A few weeks ago, my treasurer e-mailed me to let me know that she has been trying to contact this person regarding accounting that doesn’t balance and bills yet to be paid, the treasurer cc me a copy of what she sent to this person and all the previous e-mail. We had a meeting last week and she didn’t show up so we couldn’t get any answers. The treasurer’s e-mails were not answered. I received a bill that the address to me (my address etc) for the treasurer as she had some questions about the bill (I had not seen this bill before the night as this person in question received it not me). In trying to figure this all out, we (treasurer and I) notice an award that was ordered that all of the board that I have talked to didn’t know anything about; this award was not presented at our Founder’s Day. I contacted the state and got the name of the recipient, the council board or the general membership did not choose this individual. We don’t know if the award has been give out or not. We also noticed that more awards had been ordered and paid for then we have been reimbursed for. This individual also spent money of awards that had not been budgeted for. What would be your next step? I can contact the state for advice but I don’t know how this will be received as this person has held high offices at state level. Thanks for listening.

Me,,,,,,I'd call the local District Attorney. Something does not sound above board with this person.

Doesnt matter who she is or what positions she has held, what shes doing is not right and I agree, next step would be legal advice.

Since this person seems to have made it a point to make it impossible to talk to them and get an explanation it doesn't look good. I agree. it doesn't matter what positions they have held. There is questionable conduct. They are really giving you no choice but to go over their heads.
Answers are needed and they don't seem to be willing to provide them.
Maybe you need a bigger stick.

That's why I'm trying to collect as much ammo as I can, I don't think this person feels that I have the balls to go up against her. This might sound paranoid, but I have every e-mail she sent me and that I have sent her in the last two year. I've been stuck in this type of position before and learned the hard way. The worst thing is she is also on the local school board, once wind of what is happening hits, she will feel uncomfortable there too.

Colleen,
I cannot give legal advise in the US... but it seems to me that the situation is in a narrow bouderie between ilegal and criminal and if you donīt take measures it may backfire on you since you are the President and you have been informed of it.
So, I would say that you need to present it to the Authorities, either formally as a criminal complaint or, at least, as a "responsible concern"

off topic, but this forum is BAD. I'm wasting way too much time here.
Acutally, I wanted to thank Rich for making this. I belong to a different off topic group on one of my car club websites, and its a much harsher and younger environment. This place is like a breath of fresh air.

The treasurer of my towns Athletic Club was taking money. He got caught because he bought like a new boat and a new car and stuff like that. Made people suspicious. The other members had him investigated and he had taken huge amounts of money before he got caught. He was prosecuted and I don't think he did jail time but he was ordered to repay all of the money he stole plus maybe penalties too.
I would definatley talk to your local district attorney or police chief or somebody. I would be very concerned that she is making herself so unavailable.
