Yes they do, but did you not say that she soaks a lot? It can mean that the enclosure is not humid enough or that it is too hot and it can also mean nothing. You can only say that it is done for enjoyment if everything in the enclosure is 100%.

Does the area that you live in have hard water? She could be getting hard water stains, that'd explain why she looks normal when wet and when she dries out the minerals from the water dull her colors.

not that i'm aware of.... and I de-chlorinate it always as well.... besides, it's only part of her that gets that weird spot, she looks fine everywhere else...

If she still stays in the water for such long times after you have fixed every thing else, then I will recommend taking her to a vet. It will put your mind to rest and give surety that all is well.
