I wouldn't base sexing your snake on the presence of spurs. It is often a sketchy area of determining the sex of your snake.

The smallest female I would breed would have to be at 1.6kg or over. The males can be some what small in comparison as adults are only 600g - 1kg weight and rarily much over 1 meter if that. Sexing by spurs is null and void in ball pythons. Unlike lager pythons were the male spurs are much larger than females (though even this isn't 100%).
Probing is still the best way to sex snakes, I would also recomend that it be done at least twice on animals that probe for female as at times males will contract the herminpeins and give false results. Males can really be breed at any size, so long they are mature and heathy. Though long term breeding can weaken smaller males quickly.
