Many pet stores and reptile shows will have emperors. Otherwise, you could ask around on VenomList - For All Things Venomous. Many of those guys are invertebrate breeders or know breeders, so you may have better luck there. If shipping's an issue you can sometimes ask for Priority or Standard/First Class shipping, especially if it's a private breeder. It will take a few days for the package to arrive, but it's cheaper. It's riskier, but I've yet to have problems with it. Good luck!

I have to agree with Matt on that. Ive gotten 4 Ts by USPS with out problem. Better than that 50 bucks for shipping 2 oz animals. lol Venom list is also a great place to look to. A lot of them are breeders.

I don't have any experience with the following but here are a few I came up with during my previous googling...

Reptiles for Sale at Reptile City ((Their Emps are $12.99, they have more to choose from)), Shipping for all live animal orders is $19.95----up to 6 items in the box and special delivery.

Jansen Exotics ((Emps $10, Red Claws $10, Baby Forest Scorps $5, adult Forest Scorps $10))---inverts shipped thru USPS Priority mail mail 2-3 days and is $8, overnite express is $20.

**Like I said, I have no experience with these companies. However, Jansen Exotics is definitely worth visiting. Seems reputable. I may possibly go with them when I am finally able to get my scorps. They have excellent prices.
