I wouldnt really call that a rule, When I hear rule I think "hard and fast", Like ten gallons for one anole, what if you had a 50 gallon custom tank that was only 6" tall, and just had alot of floorspace. (i know, out there, but see where im coming from?) You couldnt really house 5 anoles in that.
All a matter of opinion, i think there are minimum requirements, but as the word implies, its the minimum, I don't agree with permanantly housing any living animal in the minimum conditions.
But I get what you mean by "rule"

The terms 55 gallon or ten gallon is used to refer to what is a readily available and a known size of enclosure. Its a usable reference for space.
