I'm near 100% sure he's a Crinia pseudinsignifera (bleating frog). Could you rinse him off and get a pic, so he's not covered in sand? Also. how big is he? I imagine he's really small, correct? About 2 cm long?

yeah he's really tiny i'll take another pic of him tomorrow. i have one of him on the side of his enclosure that shows off his belly. it's kinda blurry because of the light in here and he's covered in sand again. lol. he likes digging around in it. hmmm, i have no idea if it's a boy or girl but I call it a he.

Yeah, I still say bleating frog. He looks just like one, and they should be common in your area. Plus they're the only frog of that genus in your area as far as I know.
